If you bought off-plan in Dubai over the past few years, there's a good chance your phone will ring soon. Dubai handed over roughly 27,300 new homes in the second quarter of 2026 alone — the highest quarterly delivery in years, according to Savills — and major developers have their largest-ever handover programmes running this year.

Handover is the moment your contract becomes a set of keys. It's also the stage most buyers know least about, because all the attention goes on the purchase. The good news: the process is well regulated and, if you know the steps, entirely manageable from the UK or Ireland.

Here's how it works, in plain English — what you'll pay, what to check, and what protections you have once you're in.

Why is 2026 such a big year for handovers?

Dubai's market has shifted from launching to delivering. In Q2 2026, developers launched just 5,335 new units — down from more than 45,000 in Q1 — while completions surged to around 27,300 homes, including roughly 17,400 apartments and 9,900 villas and townhouses (Savills, July 2026).

Demand has stayed firm through the transition. Dubai Land Department figures show AED 286 billion of property sales across 79,229 transactions in the first half of 2026, with off-plan accounting for AED 139.75 billion of that across 58,840 deals. Off-plan still made up 76% of residential transactions in Q2.

For buyers approaching completion, this is the payoff phase: the years of instalments become a real, lettable asset.

What actually happens at handover, step by step?

The sequence is broadly the same across developers:

  1. Completion certificate — the developer obtains the building completion certificate from the Dubai authorities.
  2. Completion notice — you receive formal notice that your unit is ready, with your final balance and an inspection appointment.
  3. Final payment — you settle whatever your payment plan leaves outstanding at completion (on a 60/40 handover plan, that's the 40%).
  4. Snagging inspection — you (or your representative) inspect the unit and log any defects.
  5. Handover certificate and keys — once payments clear and snags are agreed, you sign and collect keys and access cards.
  6. Title deed — your interim off-plan registration (Oqood) is converted into a full title deed at the Dubai Land Department, typically within a few weeks.

Your sale and purchase agreement (SPA) sets the exact timelines — most give you a defined window, often around 30 days, to complete the formalities once notice is served.

What is snagging — and should you bother?

Snagging is a detailed inspection of the finished unit before you sign for it: paintwork, doors, tiling, plumbing, electrics, air conditioning, balcony drainage — everything. Defects you document before signing remain the developer's responsibility to fix.

Should you bother? Yes, always. Signing the handover certificate without inspecting effectively means accepting the unit as-is for cosmetic issues. Most overseas buyers appoint a professional snagging company in Dubai to inspect and produce a photographic report — it's a modest cost against a six-figure asset, and it can all be done without you flying out.

What warranties protect you after you get the keys?

Dubai law gives new-build buyers two safety nets under Law No. 6 of 2019:

  • One year of developer liability for defects in mechanical, electrical and plumbing systems, from the date of the completion certificate.
  • Ten years of liability for structural defects.

That's a stronger statutory position than many UK buyers expect, and it applies to overseas owners exactly as it does to residents. Log any post-handover issues with the developer in writing, inside the warranty window.

What does handover cost?

By handover, the big fees are usually behind you — the 4% DLD registration fee is normally paid when the purchase is first registered (your Oqood). At completion, budget for:

  • Your final instalment under the payment plan (unless you're on a post-handover plan).
  • A title deed issuance fee and small DLD admin charges.
  • Utility connection — a refundable DEWA security deposit plus activation fees.
  • Service charges — your share of building upkeep starts at handover, billed per square foot and regulated through DLD's Mollak system.

Figures are indicative and change from time to time — confirm the exact numbers for your unit with your developer and a qualified adviser before completion.

Can you complete handover from the UK or Ireland?

Yes. Snagging can be delegated to a professional firm, payments are made by international transfer, and a power of attorney (or the developer's own remote processes) can cover signatures and collection. What should you do with the property once it's yours?

Handover is a natural decision point. Most of our investors move straight to letting — Dubai's gross yields remain well ahead of typical UK buy-to-let returns, and a newly handed-over unit in a fresh community tends to let quickly. Others use completion as the moment to resell, or to move in themselves.
